He spoke this at the inauguration of the 1st Shanghai Cooperation Organisation (SCO) Startup Forum.

Goyal highlighted how India’s startups have demonstrated their ability to convert this severe adversity amid the coronavirus pandemic into a great potential of the future. He further lauded Indian startups for demonstrating high energy and enthusiasm to give many timely and cost-effective solutions. He mentioned that this forum is an opportunity for all the member nations to share and learn from their experiences.

Goyal said creativity, innovation and disruption will be the new mandate in the emerging future. The minister said the new unique concepts that startups come up with will get a much larger engagement through this forum, according to a report on PTI.

“Sharing our best practices, knowledge, engaging corporates and investors from all the member nations, monetising and mobilising capital, setting up incubators, providing exposure and scale with market access will certainly help the worthy ideas of our startups’ innovations,” Goyal added.

GST Portal: Know Everything About GST Portal, Registration Process, And Documents Required

Goods And Services Tax (GST) was introduced back in 2017 and has now emerged as one of the biggest tax reforms ever. This tag of the biggest tax reform ever has been rightfully earned by GST as this has not only reduced the overall cost of goods and services but also has saved businesses a lot of complications with the whole process of filing returns for getting the registration done in the first place. 

This article is entirely dedicated to the GST portal that the government introduced to uncomplicate the process with great help from technology. 

What Is The Process To Register For GST?

  • The very first step is to open the GST portal and then clicking on Services. After that select “registration” to finally get your hands on new registration.
  • You will now be asked to fill in the details in PART A. These details are
  1. In the drop-down under ‘I am a’ – select Taxpayer
  2. Select State and District from the drop-down
  3. Enter the Name of Business and PAN of the business
  4. Key in the Email Address and Mobile Number. The registered email id and mobile number will receive the OTPs.
  5. Click on Proceed
  • On both your email address and mobile number, you will receive OTPs. You will have to submit these necessary OTPs in order to process further
  • You will now receive TRN (temporary reference number) on again both your email address and phone number. Save this reference number for the later formalities. You will also see the next part of the details to fill in the form of PART-B for which you will have the next 15 days.
  • Now go to the GST portal, again and again, select the new registration option where you will be asked to submit the TRN. Submit the number and click on proceed.
  • At this point you will receive an OTP both on your email address and mobile number. Submit the OTP to go further. After this, the current status of your application will be shown as a draft. On the right-hand side, you will see the edit icon, click on that to proceed further to complete the PART B details.
  • You will be asked to provide the necessary documents. To make sure the process goes smoothly and conveniently. Please have these things ready
  1. Photographs
  2. Constitution of the taxpayer
  3. Proof for the place of business
  4. Bank account details*
  5. Verification and Aadhaar authentication, if chosen
  • Once all details are provided, please go to the verification option. Tick on the declaration and submit the application.
  • If all things have been done successfully, a message will be displayed thereafter showing that the application has been submitted successfully and you will receive the Application Reference Number on your email and mobile.
Documents Required

Additionally, ensure that before you enroll on the GST portal, you have the following information with you:

  • Provisional ID and Password received from VAT authority
  • Valid email address
  • Valid Mobile Number
  • Bank Account Number
  • Bank IFSC code
  • Proof of Registration of Business (Shop Establishment Certificate in case of Proprietorship, Partnership Deed in case of Companies and Memorandum of Association for Companies)

Big Relief for MSMEs! Ahead of Diwali, Govt Waives Interest on Interest for Loans Up to Rs 2 Crore to Help MSME Borrowers Amid COVID-19 Pandemic

New Delhi, October 25: With the onset of the upcoming festive season, the government announced a major relief to borrowers. The Modi government on Friday announced waiver of interest on interest for loans up to Rs 2 crore irrespective of whether moratorium was availed or not. Reports inform that the Department of Financial Services came out with operational guidelines in the backdrop of Supreme Court’s direction to implement the interest waiver scheme. The scheme is likely to cost the exchequer Rs 6,500 crore.

MSME loans, housing loan, education loans, credit card dues, auto loans, consumer durable loans and consumption loans are covered under the scheme. Talking about the eligibility criteria mentioned in the guidelines, the accounts should be standard as on February 29 which means that it should not be Non-Performing Asset (NPA).

On October 14, the top Court had directed the Centre to implement the interest waiver on loans of up to Rs 2 crore  under the RBI moratorium scheme ‘as soon as possible’ in view of the COVID-19 pandemic. The top Court said that the common man’s Diwali is in the hands of the government. As per the guidelines, the scheme can be availed by borrowers in specified loan accounts for a period from March 1 to August 31, 2020. “Borrowers who have loan accounts having sanctioned limits and outstanding amount of not exceeding Rs 2 crore (aggregate of all facilities with lending institutions) as on February 29 shall be eligible for the scheme,” it said.

As per the scheme, the lending institutions shall credit the difference between compound interest and simple interest with regard to the eligible borrowers in respective accounts for the said period irrespective of whether the borrower fully or partially availed the moratorium on repayment of loan announced by the RBI on March 27, 2020. The scheme is also applicable on those who have not availed the moratorium scheme and continued with the repayment of loans.

The lending institutions after crediting the amount will claim the reimbursement from the central government. Hearing the matter on October 14, the Supreme Court observed that it was concerned about how the benefit of interest waiver would be given to borrowers and said the Centre has taken a “welcome decision” by taking note of plight of the common man, but authorities have not issued any order in this regard.

A bench headed by Justice Ashok Bhushan had said that ‘Something concrete has to be done’ adding that the benefits of waivers to borrowers up to Rs 2 crore must be implemented as soon as possible. The top court, which posted the matter for hearing on November 2, told the advocates appearing for the Centre and banks that “Diwali is in your hand”.

The Centre recently told the apex court that going any further than the fiscal policy decisions already taken, such as waiver of compound interest charged on loans of up to Rs 2 crore for six months moratorium period, may be “detrimental” to the overall economic scenario, the national economy and banks may not take “inevitable financial constraints”. The top court is hearing a batch of petitions which have raised issues concerning the six-month loan moratorium period announced due to the COVID-19 pandemic.

GST: Types Of Goods And Services Tax And Different GST Rates Across The Nation

The UTGST is applicable to five Union Territories namely Lakshadweep, Daman and Diu, Dadra and Nagar Haveli, Andaman and Nicobar Islands, and Chandigarh.

Integrated Goods and Services Tax (IGST)

Now, this one is a bit different from others as it deals with the transaction of goods and services between two states. If any good or service is transacted from one state to another, there is a tax that will be levied on those transactions and it is called the Integrated Goods and Services Tax. IGST is also applied to goods and services that are imported and then distributed among various states.

Rates Of GST

There is a slab proposed by the government which is divided into 4 categories of GST rates applied to various kinds of goods and services. The rates are 5%, 12%, 18%, and 28%.

  • 5% GST is for the goods that are included are the day-to-day household items like kitchen essentials such as sugar, spices, tea, coffee, edible oil, etc.
  • 12% GST would be applied to goods such as computers and processed foods are included like cheese, ghee, ayurvedic medicines, cell phones, and fertilizers, etc. Services like work contracts, business-class air tickets
  • 18% GST will be applied to products like jams, sauces, soups, ice cream, instant food mixes, mineral water, tissues, envelopes, tampons, notebook, steel products, printed circuits, camera, etc.
  • 28% of GST will be applied to various luxurious items.
